The bill would specify that it would not supersede any county-operated second opinion review program, or prohibit the administration of medication in an emergency, as specified.

The bill would require the county, upon verification, as specified, to certify that the recipient is eligible for the award or stipend and to pay the recipient the award or issue the stipend, as applicable.

By imposing additional administrative duties on counties, this bill would impose a state-mandated local program.(9) Existing law requires the State Department of Social Services to develop a research design to ensure a thorough evaluation of the direct and indirect effects of the Cal WORKs program, including, among others, employment, earnings, and self-sufficiency.

The bill would require, during the 2017–18 fiscal year, the State Department of Social Services and the State Department of Health Care Services to work with the Department of Finance, the County Welfare Directors Association of California, and the County Behavioral Health Directors Association of California to evaluate the current process by which adult and child recipients of Cal WORKs benefits are referred to and receive mental health and substance abuse services through the county behavioral health system, as specified.

The bill would require the departments to update the Legislature on the evaluation as part of the 2018–19 budget subcommittee hearings.
